Background of the Study

The insurgency in northeastern Nigeria has significantly disrupted local economies, including those in Dikwa LGA, which has experienced the brunt of violent conflicts. Post-insurgency zones often face severe challenges in rebuilding their infrastructure, economy, and public services. One critical challenge is the effective collection of taxes, which is essential for local governance and reconstruction efforts. This study aims to explore the challenges faced in tax collection in Dikwa LGA, post-insurgency, and to identify strategies that could improve tax collection in such fragile regions.

Statement of the Problem

Dikwa LGA, like many other areas affected by insurgency, faces difficulties in resuming normal economic activities and rebuilding public services. Tax collection is one of the main revenue sources for local governments, but insurgency-induced displacement, destruction of infrastructure, and a lack of trust in the authorities pose significant barriers to effective tax collection. This study will examine these challenges and explore ways to overcome them.

Aim and Objectives of the Study

Aim: To investigate the challenges of tax collection in post-insurgency zones in Dikwa LGA.
Objectives:

  1. To assess the impact of insurgency on tax collection in Dikwa LGA.
  2. To identify the challenges faced by tax authorities in Dikwa LGA in post-insurgency periods.
  3. To explore potential strategies to improve tax collection and revenue generation in Dikwa LGA.

Research Questions

  1. What are the key challenges faced by tax authorities in Dikwa LGA in the post-insurgency period?
  2. How has the insurgency impacted tax collection and revenue generation in Dikwa LGA?
  3. What strategies can be implemented to improve tax collection in Dikwa LGA?

Research Hypothesis

  1. H₀: Insurgency has not significantly impacted tax collection efforts in Dikwa LGA.
  2. H₀: Tax collection challenges in Dikwa LGA are not significantly influenced by infrastructure damage caused by insurgency.
  3. H₀: There are no effective strategies available to improve tax collection in Dikwa LGA post-insurgency.

Significance of the Study

This study will highlight the unique challenges faced in tax collection in post-insurgency zones and offer recommendations for improving tax collection in Dikwa LGA. The findings will be beneficial for policymakers and local government authorities working to rebuild and stabilize the region.

Scope and Limitation of the Study

The study will focus on Dikwa LGA, a post-insurgency zone. Limitations include potential challenges in accessing tax data and the reluctance of residents to discuss their tax compliance behaviors in a post-conflict environment.
